Recognising the hazardous conditions endured by many of China’s 275 million rural migrant workers who undertake journeys home by motorbike during China’s Lunar New Year, Sinopec developed The Gas Station That Cares project in 2013. In three years it has provided essential services and materials to more than 1.5 million migrant riders in Guangdong province.

Turning its network of gas stations in Guangdong province into help-stations and rest-stops for rural migrant workers travelling home by motorbike. Migrant riders often embark on cross-province journeys sometimes lasting up to three days. Journeys are accident-prone with severe weather turning roads wet and icy. Furthermore, the desire to provide waiting family with as much money as possible means motorcycle repairs and checks are not completed.

Operating on average for 4-6 weeks covering migrants’ outbound and return journeys, 178 most-frequently-passed-by gas stations in Guangdong and 15 in the neighbouring Guangxi province are equipped to provide on-demand mechanical services and materials such as lubricant and repair kits, medical services to treat minor injuries, personal care services such as portable washrooms and safe rest-points with temporary beds. In addition, the gas stations equip riders with protective gear such as kneecaps, raincoats and high-visibility clothing, in addition to free gas.

Sinopec also acts as coordinator bringing together its many partners to source the additional manpower and materials needed and to manage logistics to deliver The Gas Station That Cares. The company called on local communities for assistance and in particular, worked with the Communist Youth League of Guangdong province to build a 5,000-person-strong volunteer corps. Sinopec also invited its retail business partners to participate in the project by providing free services and supplies, including motorcycle lubricants, food, and travel insurance.

A customized website was used to raise awareness of services and to provide migrant workers with a channel to register for services, and to provide feedback. Through the 2015 program, it added up to 6 million acts of kindness at Sinopec gas stations. The program has also raised wider social awareness of the difficulties faced by migrant workers. The migrant riders and their helpers at the gas stations were covered by most of the Chinese first-tier media outlets including CCTV (China Central Television), Xinhua, China Daily, Guangzhou Daily and Nanfang Daily. 110 media reports were published including TV interviews. Key opinion leaders were engaged to make the campaign more creditable. Sinopec’s official social media accounts, Weibo and WeChat, received more than 16,000 likes and retweets in less than 40 days.
